Public employees deserve a fair wage and a fair retirement plan. We want to attract our best and brightest to public service with great careers, which includes a good compensation plan. I serve on the House Pension Committee to fairly address issues regarding our public pension systems. Illinois's Constitution has particularly strong language with regards to protecting an annuitant’s existing rights. I supported the Tier II pension plan that became law in 2011 and required employees to work longer, contribute more, and receive benefits that are more modest than their Tier I counterparts. The Tier II plan is a defined benefit plan that not only pays for itself but also contributes funding toward the unfunded Tier I pension liability. The state needs to continue to make their full pension payment annually and look for other constitutionally sound methods to get our pension plans on a healthier financial footing.
